ECVET-STEP: Developing a Model of European-Wide Learning Mobility in Agri-Food VET

The European Credit system for Vocational Education and Training (ECVET) is a powerful tool of the strategic framework for European cooperation in Education and Training (ET 2020) for increasing cross-border cooperation in education and training. ECVET aims to lead to portable qualifications and transferable learning outcomes, thereby making learning mobility and lifelong learning a reality for young and adult learners.

EU Member States have started implementing ECVET, as CEDEFOPʼs (European Centre for the Development of Vocational Training) 2010, 2011, 2012 and 2013 monitoring reports show. However, there has been a widespread feeling among ECVET working groups and officials in charge of ECVET in Member States that common guidelines are needed to support the strategy formulation and peer learning.

ECVET is, therefore, essential for the development of VET and qualifications systems, but, at the same time, its implementation can be a complex and challenging process. There is therefore a growing need for guidance on how to develop ECVET and cultivate a sense of shared ownership during the implementation process. Towards this need, the ECVET STEP project is developing MoMoVET – a Model of European-wide learning mobility in VET, which can be used by any organisation interested in a step-wise, effective and efficient approach for the adoption of ECVET.

MoMoVET aims to be an elaborate, harmonized model of current processes and workflows related to VET and VET-related mobility, covering the perspectives of different stakeholders across EU countries and different contexts including formal, non-formal and informal VET activities. The MoMoVET model will be the basis for the “ECVET Capability Maturity Framework” (CMF) that shall be implemented at a later stage of the project.
