Clearly explaining and well in detail the difference between: 
e-Government: The use of information and communications technologies (ICT), as well as knowledge management and expertise (KM) business process management or re-engineering (BPM/R) and Customer Relationship Management (CRM) concepts, and methodologies to provide public services (e-Services) to citizens and businesses (…(including “back-office” and “mobile” ones). Allows digital interactions between the citizens and businesses and the government (C2G and B2G), between governments agencies (G2G), between the employees and the (E2G), … etc. and vice-versa (G2C, G2B, G2G, G2E, … etc.); and 
 
e-Governance:  The set of interactions allowing better public relations and communication with all levels of government (city, province, department, state, national, regional, international), … etc., facilitating general public involvement in governance. Improving public services, enhancing opinions shaping and democratic processes, facilitating capabilities for better laws and norms, rules and regulations, increasing decisions and policies making processes and strategies implementations, decreasing corruption, enabling public-private partnerships (PPPs). Whilst e-Government has traditionally been understood as being centred on the operations or interactions of government. “…the use of concepts, methods and technologies to enhance the access to and the delivery of government services (e-Services) to the public in general. (“… a one-way communication protocol: The Government efficacy and effectiveness“). e-Governance is understood to extend the scope by including presence and awareness, engagement and participation, to achieve better governance. - Business Process Management (BPM): Managing and coordinating integrated business systems and applications for operations that focus on improving corporate performance by optimising institutional business processes and activities. Enabling institution to be more efficient, more effective and more capable of reform or change than a functionally focused, traditional hierarchical management approach. Improving outcomes (objectives), outputs (results) and impacts (goals), costs and revenues, … etc. 
 
Implementing modern processes and activities as important assets of the institution. Parameters that must be well understood, managed, and developed to announce value-added services or products to citizens or users, clients or customers. Having well in mind that credibility and objectivity of M&E reports depend very much on the independence of the evaluation or the evaluating team in charge. Assuring resource management and government administration and activities. Analysing and resolving specific issues and questions. Evaluating needs and requirements. Having projects as temporary endeavours designed to produce high-quality services or products, with defined beginnings and ends (usually time-constrained, and often constrained by funding or deliverables), undertaken to meet objectives, results and goals. Bringing beneficial changes or added value. 
 
The temporary nature of PM stands in contrast with “business as usual” (BAU, or “operations”), which are repetitive, permanent, or semi-permanent functional activities to produce services or products.
 
The primary challenge of PM is to achieve all of the project outcomes (objectives), outputs (results) and impacts (goals), within the given constraints. All related information and documentation 9including knowledge and expertise) is usually described in a user or project manual, which is created at the beginning of the development process. 
 
The primary constraints in PM are scope and time, quality and budget. The secondary (.. the most ambitious), is to optimise, enhance, improve, … etc. the allocation of necessary inputs and integrate them to meet pre-defined outcomes (objectives), outputs (results) and impacts (goals).
