Session Title: Open Access to Scientific Information and Research – Myths and Truths

During WSIS Review 2013, you can participate online in the session Open Access to Scientific Information and Research – Myths and Truths which will take place on 26th February (11:00-12:30 - Paris Time):

Objectives

Within the framework WSIS process, which has recognized Open Access as a building block to foster Knowledge Societies, the overall objectives of the session will be to:

  • Strengthen awareness of the delegates on the potential of Open Access  in scientific knowledge  sharing that can be dramatically accelerated by ICTs;
  • Introduce Berlin Open Access Declaration to the delegates;
  • Invite partnerships as an enabling mechanism to improve access to and sharing of scientific information and research through Open Access.
  • Provide analysis for anticipating foreseeable trends and emerging challenges  to enable stakeholders to develop strategies and policies for implementation of Open Access;

Expected Outcomes



The Open Access Session is expected to achieve the following results:

  • UNESCO’s stakeholders enabled to understand trends and emerging challenges related to the impact of open access  on scientific information acquisition and sharing;
  • Context and the utility of Open Access policy discussed and barriers identified for Open Access Policy adoption;
  • Context and Implications of “Opening up” discussed;
  • Collaborative and collective efforts and actions behind the Open Access movement discussed and their policy implications are appreciated;

The event will be moderated by Dr. Indrajit Banerjee and will be structured as follows:

  • Welcome ADG CI/ his representative
  • The Ambassador of Germany: Member states and  UNESCO’s Open Access Policy
  • Context and Need for Open Access Policy and Mandates (Dr. Alma Swan)
  • Why do we need to commit for Open Access: Intoduction to the Berlin Declaration (Prof.  Renn,  Max Plank Institute)
  • Approaching Open Access: SciELO Success (Mr. Abbel Parker, Representative of Brazilian Delegation)
  • Effort of the Dutch Government in advancing  UNESCO’s Open Access Strategy: Some Reflections from Berlin 10 (Dr. John Marks)
  • Way forward and conclusion (Moderator Dir/KSD, CI to ask one question each to the panelists)
  • Floor or online questions and answers
