SCOAP3 (Sponsoring Consortium for Open Access Publishing in Particle Physics) foresees to obtain the participation of all High Energy Physics (HEP) journals and their publishers by the end of 2013.

"In the last few weeks, Elsevier, IOPp and Springer, together with their publishing partners, have been working to arrange reductions in subscriptions for thousands of participating libraries worldwide.”(1)

An important step forward towards the Consortium's main goal: Reducing and re-directing subscription fees in order to finance the publication of peer-reviewed, Open Access HEP articles and journals; making publicly-funded research available to all.

SCOAP3, a new Open Access Publishing Model

SCOAP3 consists of national libraries, library consortia, HEP funding agencies and HEP laboratories and represents a new model for OA publishing.

The model:

The SCOAP3 partners will federate to cover the cost of publishing HEP peer-reviewed articles with the budget obtained by paying less for their HEP journal subscriptions*. This in return will allow the publishers of the journals to reduce the subscription costs and make the electronic versions of their journals freely accessible.

*SCOAP estimated that the annual budget for the transition of HEP publishing to OA would be sensibly lower than the estimated global expenditure in subscription to HEP journals. In addition also each country will contribute according to its share of HEP publishing.

SCOAP invites all libraries that subscribe to any of the SCOAP3 journals to contact [email protected], to learn more about possible subscription reductions and on how these reductions will support the global SCOAP3 open access project (2).
