I am attaching a very interesting post from Ed Summers 

summarizing feedback to the "#concept" approach to URI construction taken at Library of Congress.

Note that OCLC has minted language-specific URIs for Dewey, which would theoretically be an option for AGROVOC but which Ed -- quite reasonably in my opinion -- would rather avoid. (For one thing, we'd end up with more triples than we started with before cutting hasTranslation...).
