FOCUS ON ... GOALI : GLOBAL ONLINE ACCESS TO LEGAL INFORMATION
GOALI (Global Online Access to Legal Information) is a new fifth programme under the Research4Life (R4L*) umbrella launched on 6 March 2018. GOALI seeks to address the growing demand for access to data, information and knowledge provided by academic legal resources.
GOALI will offer free or low cost online access to academic legal journals, publications and databases. Researchers, students, librarians, policymakers, judges and legal experts will benefit from the access to GOALI content through their institutions.
Eligible institutions coming from low and middle-income countries are invited to apply. To establish your country’s eligibility and type of access, please, check this list of eligible institutions and you can register on GOALI here. Note that institutions that are already registered for Research4Life will automatically receive access to GOALI.
GOALI is a public-private partnership of the International Labour Organization (ILO) - a UN agency entrusted with promoting social justice, including internationally recognized human rights and labour standards, - together with:
- The International Training Centre of the ILO;
- R4L academic partners - Cornell Law School Library and the Lillian Goldman Law Library at Yale Law School;
- Brill Nijhoff - a prestigious imprint that focuses on areas in Public International Law, Human Rights, Humanitarian Law and International Relations.
R4L ENHANCED ACCESS, SEARCH FACILITIES & GROWING CONTENT
The goal of R4L programmes is to reduce the knowledge gap between high-income countries and low- and middle-income countries by providing affordable (free or low cost) access to quality academic and professional peer-reviewed content online.
Starting 2018, all academic institutions (from groups A, B of eligible countries, areas and territories) - registered for any of the R4L programmes - will get access to all R4L portals through a general R4L access. This means that any R4L user will be now able to access up to 81,000 resources from all R4L programmes!
Moreover, R4L has recently introduced enhanced search facilities. From now on, you can use a SEARCH BOX that facilitates discovery (by keywords) of the whole available journal and e-book content hosted by R4L portals. This new search experience is powered by a discovery service and a one-stop search platform Summon that allows you to filter and limit your search results, gain time and enhance efficiency for your research needs.
Another good news : R4L content is growing steadily ! In 2017, for example, Springer Nature opened its entire list of journals to R4L. Thanks to this addition, AGORA collection now includes 992 new journals from Springer Nature (read more on here).
AGORA and other R4L CAPACITY DEVELOPMENT ACTIVITIES
The registrations and usage of R4L resources have also increased due to a number of Capacity Development activities that constantly bring R4L training resources, online and face-to-face learning and workshops to eligible countries and users.
At the beginning of 2018, two AGORA online training courses took place:
- AGORA free Online Course "Fundamentals of Information Literacy and Access to Global Online Research in Agriculture". Over 200 people from 43 different countries were reached !
- AGORA online training for the INTA (National Technical Institute of Agriculture and Fisheries) team in Nicaragua. At the central level and remotely connected INTA colleagues from the six regions participated !
Furthermore, AGORA e-learning portfolio has been enriched with:
- Free e-learning course “Access to scientific information resources in agriculture in low-income countries” (ASIRA);
- A series of free webinars (in English, French and Spanish) on AGORA (Webinars@AIMS, search: “AGORA”).
During the past few years, a variety of coordinated R4L capacity development and awareness-raising activities - that have engaged a large number of R4L users in different countries :
- In Moldova, Zimbabwe, Tanzania, Ghana and Nicaragua: - AGORA.
- In Laos: - AGORA and HINARI;
- In Jordan, Honduras, US, Papua New Guinea and Ghana: - HINARI;
- In Nigeria and Uganda: - ARDI,
- are proven to be both key for enhancing of skills in accessing and using of information for better research, and a catalyst to improve decision-making and various governance issues.
