Call for Papers: IFLA AFRICA Section: LIBRARIES AS CHANGE AGENTS (Deadline Proposals by 8 February 2019)

African Libraries play a central role as in today’s information led economic, social and cultural development. Different types of libraries serve as “motors” that drive the creation; access and usage of information and knowledge needed for this societal transformation.

The IFLA AFRICA SECTION invites Librarians, Information Scientists and other interested professionals to submit proposals for the OPEN FORUM to be held during the 85th IFLA WLIC, in Athens, Greece, from 24-30 August 2019.  

In line with the Congress theme: 'LIBRARIES : DIALOGUE FOR CHANGE',

the AFRICA SECTION is organising a Session on the theme of:  'LIBRARIES AS CHANGE AGENTS'

CALL FOR PAPERS: LIBRARIES AS CHANGE AGENTS

IFLA AFRICA SECTION is inviting You to send in your projects, programmes, good practices to show case how Libraries play a central role in different dialogues on transformation of African societies.

Sub-themes

  • Libraries as agents of the 4th industrial revolution 
  • Libraries as motors of change in the Library Information Science (LIS) Sector 
  • Model change in your community- vehicle to change
  • No Libraries no Change 
  • Professional volunteerism in Librarianship / libraries 
  • Libraries at the center of community transformation 
  • Libraries driving communities towards United Nations 2030 Agenda

Submission Guidelines

The proposal must be the original work of the author(s) and should be written in either English or French. Each abstract must contain:

  1. Title of proposed presentation
  2. Outline of the proposed presentation (no more than 350 words)
  3. Name(s) of presenter(s)
  4. Position or title of presenter(s)
  5. Presenter(s) employer or affiliated institution
  6. Email address, Telephone/fax numbers
  7. Short biographical statement of the presenter/s, with digital photograph

All proposals will be evaluated by a refereeing team of the Standing Committee of the IFLA Africa Section.

Important Deadlines

15 February 2019: Deadline for Submission of Abstracts

30 March 2019: Notification of acceptance/rejection of papers

30 June 2019: Deadline for Submission of Full Papers

Please note

At least one of the paper’s authors must be present to deliver a summary of the paper. Abstracts should only be submitted with the understanding that the expenses of attending the conference will be the responsibility of the author(s)/presenter(s) of accepted papers. A special invitation letter can be issued by IFLA to authors.

All papers that are presented at the WLIC 2019 will be made available online via the IFLA Library under the Creative Commons Attribution 4.0 license.

* Looking for Agricultural Science and Technology Data & Information? Check FAO - AGRIS (International Information System for the Agricultural Science and Technology) - a free of charge service that provides access and visibility to bibliographic data on research papers, reports, multimedia material, grey literature and other content types in agricultural and related sciences. 

* Check Directory of Open Access Journals (DOAJ) that provides a list of trusted, open access scholarly journals from across the world, and from different disciplines. Journal Editors are encouraged to submit their journals for evaluation, and researchers and librarians are encouraged to use this list as a valuable resource to identify journals to publish with, but also to find information from to advance further research. It is easy to see exactly which journals are from which country, from which discipline, at any time, by downloading it in Excel from the following:  https://doaj.org/csv (the file is updated every 30 minutes).Use the functions in Excel to sort data/clean as you wish, and more. OpenRefine also an option to clean/manipulate data. Please encourage scholarly publication journals – especially from Africa – to consider applying for evaluation and inclusion.

Editors can further explore using PKP OJS to host AFRICAN journals (PKP OJS is open source software, and used by journals worldwide – code open for African developers to install and also contribute/give back to the community). It would be great to see African journals publishing and managing African research to address African problems and find African solutions, complemented by research done elsewhere in the world, and aligning with research elsewhere, in an online, open and transparent environment. PKP OJS also has a Dataverse Plugin to upload data sets in support of research articles – making the research data openly available for others to build on existing research, what African Open Science Platform (AOSP) is further promoting.

All African librarians are encouraged to assist African journals to make the transition to online and open access. If the journal is already online and open access, please apply for the journal to be included in DOAJ by completing the online form.

In a presentation by Jean-Claude Burgelmann on the implementation of a European Research Cloud (endorsed by EU Ministers), one of the proposed actions included researchers being reimbursed for APCs when publishing in OA journals listed in DOAJ.
